Checked my CC statement and TAP only refunded a part of my total fee. The CC bank said to dispute the partial refund with TAP because they won't do a charge-back. ...?
So I made a dispute about the partial refund with TAP.
Sheesh, what a headache this is becoming...
Edit:
Today TAP said that IF I had asked for a voucher refund, all costs would have been "refunded on the voucher". Since I asked for a "money" refund, I was only returned. That situation/difference was not explained to me when I initially spoke to the CS agent when trying to change the d onomy flight to business.
Entrapment seems to be the legal term.
Also my credit card company in Canada does not want to do a charge back. Seems like it is time to change credit card companies. 🙄

wont help much since merchant hasnt broken any law that could convince the CC issuer to do the chargeback

I'd rather have all my teeth pulled and 100 kidney stone episodes than have to request a refund from the most pathetic of airlines AKA TAP.

Hi, posting here as I can see that TAP Portugal are infamous for issues with refunds.
A few weeks ago I booked a ticket from the U.S. to Europe (departing in May), and cancelled it within 24 hours of making the booking. I did this via the TAP website and requested a refund to the original form of payment (credit card). I waited for over a week and received a 30 EUR refund (instead of the 650 EUR that I paid for the ticket). I contacted TAP Portugal to question it and this was their response:
They further went on to claim that it doesn't count if you purchase via the Portuguese website:
I'm pretty sure this is incorrect, and that the rule applies for any flight to/from the USA, as long as you booked directly with the airline, regardless of whether it was their Portuguese or USA website. This is most certainly against the U.S DOT policy that requires airlines to refund within 24 hours if the flight is more than 7 days out (which it was).
I have lodged a complaint with the DOT and also requested a chargeback through my credit card issuer (Wise). I haven't heard anything from the DOT, and Wise is saying I need to try to resolve it directly with the merchant (which I have tried to do, with no results). TAP even tried to claim that I only cancelled after two days, which isn't true. This airline is a scam that can't even get their narrative right.
Any ideas? Thanks for any advice.

"We hereby inform you that, for all ticket refund requested within 24 hours of its issuance, TAP exceptionally authorizes the full refund of tickets in vouchers, valid for one year, that can be used for the purchase of TAP tickets. If the refund is requested in the original payment method, as verified in this case, the amount will be calculated according to the fare rules aquired at the purchase. Therefore, no correction or additional amount shall be provided."
"We have confirmed that you made the purchase in the Portuguese market, on our website, and paid in euros; therefore, in case of cancellation, the rules of this market will always apply. Thus, we reiterate the information previously provided: the refund, requested to the same form of payment, was correctly processed according to the fare rules. We remain available for any further questions. Thank you."

My credit card company investigated the issue with Visa, and eventually they charged back the full amount of the transaction. It took several months of investigation and I had to provide a lot of evidence such as:
- Screenshots, which luckily I took at the time of booking, showing timestamps of when the booking was made
- Emails from TAP confirming I had cancelled the booking and requested a refund
- Info on the 24h policy and proof that TAP was refusing to honour it etc.
TAP made a lot of claims that weren't true, and I provided all this to my credit card issuer to help with the investigation, showing that they were making conflicting claims (such as saying I actually cancelled it after two days, or that I had requested a voucher, or that the policy doesn't apply).
I never even heard back from the DOT (even a year later, nothing).
Glad I got it finally sorted and I got my 600 euros back. I'll never ever deal with TAP again, the scumbag liars.

TAP refunds tickets - NO PROBLEM!
I must say my experience is quite different from some of the above posters.
I bought 2 refundable tickets in 2025 1) FAO-FRA one way Y and 2) FAO-YOW return J.
When I cancelled, I was given a refund number beginning with the letter R.
Both tickets were credited back to my card within 7 days.
I also got 2 emails for each ticket, one saying the claim had been received (immediately), and the 2nd (a week later) that the refund had been processed.
Sorry to hear about the negative experiences the above posters had.
I found the customer service reps to be polite and professional in both cases.
