Entrapment seems to be ghe legal term.
Lesson learned , next time when asking for any kind of refund , ask agent to confirm the amount to be refunded and then an email confirmation stating what he said

wont help much since merchant hasnt broken any law that could convince the CC issuer to do the chargeback
