When did you made your first load? Net Spend does not allow me to make an instant bank transfer. My own bank does not recognize the ABA number provided by Net Spend ... now I have three questions:
1) Should the $40 load be the first activity in the card to be eligible to receive $20 bonus? (As most likely Paypal will make its two micro-deposits before I can load the card.)
2) Should I load the card right after sign up or may I wait to receive the card and load the $40 then and still receive the $20 sign up bonus.
3) If I do not load the card by when someone uses my referral link, will I still receive referral bonus? (i.e. is someone who has just opened an account and has no activity whatsoever eligible to receive the referral bonus?)

I received my $20 immediately after the first load (I used the instant transfer). I am still waiting for the referral to be used by someone!

Looking at Post #2, it seem like this:
Person A refers Person B
Person B adds $40
Person A and Person B gets $20 each
Person B then refers Person C
Person C adds $40
Person B and Person C gets $20 each
Therefore, Person B nets with $40 for adding $40 (providing that Person C also adds $40)
...and so and and so forth
Also per the T&Cs of the card, while there is a $1.00 charge for using the card, those are for signature based transactions at a live merchant. If it's an online charge for purchases over the internet, there's no charge.
In a way, one could look at it in the long run, "buy (or pay if it's a utility bill or so) $80 worth of stuff on the internet for only $40" since you can use this anywhere they take MC.

It seems you need 2 referrals (referral by a referral) to get the $40, so I'm not sure that's an appropriate title.
