Driver refuses to cancel

Driver refuses to cancel
I've had it happen in the past once or twice, and yesterday it happened again. Driver obviously doesn't like the destination (too short) so he sits nearby until the passenger cancels. Is there any recourse to reporting that, does Uber notice multiple cancelations on the same driver? Or is it just a scam they can get away with?

Had a similar situation pre-covid at Universal LA going to West Hollywood. The driver wasn't that far away they hooked me up with an he called wanting to know where I was going and I told him the hotel in West Hollywood and he said he was new to LA and didn't know the area and asked me to cancel. I figured he didn't want to take the trip because it was a short distance and I told him I knew how to get to my hotel and he said he wasn't familiar with the area again and told me to cancel and I refused. I decided to just get a lyft and while I was getting ready to order the lfyt he calls me back and said if I wanted to give him $10 cash he would take me and I just told him to cancel. It was a real pain reporting him to Uber, Uber needs to make it easier to report these drivers to them and should terminate them right away for pulling that crap.
I think the way I ended up reporting him was I refused to cancel and he eventually showed up and tried to charge a cancel/no show fee and I reported it in the comments when I contested the fee

I had a driver once call me and ask me where I was going. It was 15 minutes to get to me. I was at the airport. There were no other drivers there. I wouldn't tell him, but I was going like 40 minutes. He got angry and told me to cancel. I said no since I would have to pay a fee if I canceled. He then sat where he was for 20 minutes before he drove to my location. He waited for another 10 minutes a mile or two away. Finally, he pulled up and canceled. I got a message requiring me to send a selfie showing that I was wearing a mask. I'm guessing he claimed that he got to me, and that I refused to wear a mask. It makes no sense. He wasted 45 minutes or so of my time and his because I wouldn't cancel or tell him where I was going.

Happened to me today in Athens. Called an Uber. 8 minutes away. Perfect. He doesn't move for at least 5 minutes. Then drives in the complete opposite direction. Wasn't going to cancel. Curious to see what his scam was. Used a different app to hail a car and get me on my way, while watching my Uber driver farther and farther away, for 45 minutes! What surprised me was he then finally did turn around and came to the pick up point, and then he cancelled! Very entertaining. No fee on my end. Hope I wasted as much of his time as possible.

I was in India for a few months and this happened to me almost daily, Sometimes 3-4 Drivers would cancel on me, They would call, ask location and then cancel. Another Issue in India was that the driver expect to pay you in cash.( In India you can choose to pay in cash after the trip), so if you were paying with a CC like I was doing, they would again cancel. Uber Competitor Ola, go so sick of this that they are now showing the driver the destination and mode of payment during the booking itself.
