I think the way I ended up reporting him was I refused to cancel and he eventually showed up and tried to charge a cancel/no show fee and I reported it in the comments when I contested the fee
Drivers dont like to cancel as this goes against their cancellation %. This is one of the metrics used by Uber to gauge drivers. Some drivers do not like short rides due to the low compensation they will get from Uber on the ride. It would be nice if the trip goes to a driver that will like to go to the area, but that is not how Uber works. A driver calling you asking where you are going is a NO-NO, even more if he calls you back asking for a tip in order to take the ride. Certainly report this driver to Uber, as he needs to be removed from the platform.
