1. The cancellation penalty is waived manually do to the COVID-19 pandemic, this applies to all tickets issued until 30 June 2021. You would need to call in for the penalty to be waived if you would like a refund as it must be manually waived by a ticketing specialist. This policy is in addition to the original fare rules of your ticket.
2. The refund would be made to your original method of payment. If you would like a voucher, you would would get a 10% bonus but the standard practice is a refund to your credit card.

Record the phone call of the Qatar agent saying you’ll get a refund. That’s what I would do anyway.

I changed the return portion of a Europe-BKK round-trip (I class) ticket several times (I think about 6!) after flying the outbound portion.

All done in a couple of minutes each time online and with nothing to pay. (No fare difference and the change fee was automatically waived).

Hmmm. I'm looking at flights dep Apr, rtn May next year which are $1k more than a Dec dep, same rtn. So it might be best for me to take the latter and change the dep date toward the end of the year ?

Keep in mind under the current EOC policy (V3.2.2), the fare difference isn't waived for voluntary changes.

If I cancel the return flight after flying the outbound, will I get a voucher for the full value of the return flight? Or will the ticket first be recalculated to a one way way ticket?

Outbound 1500usd when R/T, $2000 when one way
Inbound $500.
So if recalculated there would be nothing to refund/voucher.

The ticket would not be recalculated to a one-way from a round trip, however keep in mind that taxes/fees that were used (eg. departure tax, security fee etc) will not be refunded.

YMMV depending on who and how many times you call or inquire. Especially when you bring up older rules that applied to your ticket, a problem with your destination country and their Covid situation, couple that with a host of array of other things you could say… if you want to voluntarily change without fare differences if there’s a will there’s a way.

Has anyone tried using their Twitter support in Arabic using google translate? I highly recommend

I'm afraid that border restrictions are not covered by the most recent version of the EOC policy.
Yes it might be a YMMV situation, although, I wouldn't advice people to rely on being able to make voluntary changes and expect the fare difference to be waived.
