Nah don't buy it...they don't even do that in Australia and as for pre empting who will come into the lounge at LHR would indicate they actually use such stats.unless maybe they do but it's a new one on most of us!! Why would elites from QF not choose another lounge instead of their own for example the CX, BA or AA? Just another QF mess which they are pretty good at doing with regularity, at home and abroad!
Given the lounge is open every day, I suspect they have a fair idea of numbers.

Good example, quite different in the subtly. BA's lounges in the US are a world to their own.
BA US lounges refuse access to everyone (on a different op airline), every day, all of the time. It is the one area they are consistently consistent. They will even turn away their BA GGLs when flying in premium cabin on another carrier, even when on a codeshare...
They do not even bother to say capacity, they just say no...
