One World Ruby benefits checked baggage
Am I right in thinking the policy has changed.
It used to be a mess for in that BA haf no extra checked bag in economy but AA for example did.
I am flying on a handbaggage fare outbound operated by BA but inbound operated by AA.
Looks like I need to purchased checked bags both ways now .Anyone confirm?
cant find any recent posts which i expected if the policy has changed

Are both flights BA-marketed (=BA coded on the ticket)? If so, BA rule applies. It may be possible the AAgent would give you 1 for free on the inbound, given AA rule does give 1 bag for free for Ruby members, but consider yourself lucky if you get that, as this is not an entitlement.
Adding even more confusion it is a Finnar marketed flight out bound and AA inbound. I purchased on finnair website
outbound is a Finnar flight number operated by BA
inbound is an AA flight number operated by AA
I do wish they could standardise as even handluggage sizes are different which can cause issue but I know that AA are usually more lenient on that.

OW benefits have not changed for a long time (ever?)
OWS has *extra* baggage , which is not the same as free baggage.
Airlines can have policies for their own frequent flyers and/or on own flights which can be more than OW policy.

Is you ticket a basic fare? Depending on who is operating, marketed, status & purchased from these so called joint venture flights have big differences.

In short, I don't think anyone can give you a clear answer. You will have to try your luck.
I believe if you had purchased this itinerary from AA.com with AA-coded flights both ways, you would actually have a 01P bag allowance written on the ticket, but that's based on vague memory and experience from a few years ago.

I forgot to say carry-on bag allowance always follow that of the operating carrier. You can see the price quote above says BA rule for outbound and AA rule for inbound.
