RTW Ex-Saudi Arabia
While visiting Riyadh, Saudi Arabia I noticed OW has an amazing RTW fare AONE3 starting from Saudi Arabia in First class for less than $ 8k.
I made the booking online for the whole trip and after finishing the whole thing I got a message to contact BA office in Saudi Arabia to issue the ticket.
I did so and I was shocked that BA office asked me for a 7% commission to issue the ticket claiming that BA operations there is handled by a general sales agent for BA not BA owned office
I visited many TAs there and all travel agents in that country also asked to add that commission to the fare to issue the ticket. It looks like there is an agreement between them to enforce the 7% commission rule and ripp off the customers.
Is there a way to issue the ticket from another BA office like the toll free number in the USA or CANADA and avoid paying the silly 7% commission to the agent that makes the fare uncompetitive ?

Another question, is the 7% commission is enforced in the fare rules or it is just an arm twisting from the local TAs ?

I thought the online engine ticketed it by itself when you provide CC details.
If you want cheaper look at Sudan.
If you fly RUH-AMM-LHR presumably it gets ticketed online by AA - but you burn a segment and miss out on First.

They should be able to retrieve it but it depends on the system they are using. And the 7% is not part of the fare rules, it is just made up by the local TA.

When booking on the online engine through AA for some originations where AA is not the operating carrier of the first flight eg Sudan my experience is that you get to the final step and then receive an error and the booking does not proceed.

I posted this in another thread:
Don't try using RUH (Riyadh) as a starting point for a RTW without entering the country for a night with the appropriate visa. We recently finished an AONE3 there and had return boarding passes issued at LHR for the RUH-LHR 1st segment. Upon arrival we were detained by Immigration, then by some scary army guys with rifles. They simply could not grasp why we were arriving on a BA flight and turning right round and returning. After two hours of worrying opposition we were allowed into the departure lounge and made the flight with minutes to spare. The absence of a visa seemed to be the major problem. It should also be mentioned that the treatment of my wife was disgraceful; she rightly refuses to finish this existing RTW in RUH so I've changed it to CAI which has once again become one of the better places to start a further RTW.

FullScore interesting and clearly not a good experience...
The Timatic TWOV seems fairly clear and even the US Consulate is clear:

I do accept a turnaround is probably unusual, but for those of us on this board is generally the best connection and you don't run the risk of being refused board due to not having the right visa (eg the KRT thread)

moa999 and OP: Even though rules and laws exist for RSA, they are notorious for doing whatever they like, and once you are in their country there is nothing you can do about it. I would stay away unless you have a legitiment visa, or have been there before. And even then who knows!

The main problem is that RUH is not designed to handle in transit flights. Unlike DOH which is a piece of cake, RUH forces you, upon leaving the aircraft, to go directly to the immigration desks. It is there that you have to explain that you don't wish to enter the country and the reason for not having a visa. Even though we had printed BA boarding passes they just couldn't get their collective heads around the idea that one would arrive and depart on the same plane.
As BA only have one flight a day to LHR, don't try it unless you want to risk spending 24 hours in custody. And, if you're female, forget it.

This is supposed to change once SV joins Skyteam next year. I think it may be one of the contractual conditions. However transits might only end up working for Skyteam flights. We'll see.

I've had this problem too. Starting in ICN with JL as the first carrier so AA tickets. Have gotten an error message at the last stage of the booking process every time I've tried. I contacted OneWorld about it over a week ago, no reply (though they claim to reply within 72 hours)

Why not call the AA RTW desk and just let them book it for you? I use them whenever I'm booking an xONEx itinerary, and have found them to be great, -- both knowledgeable and friendly. Additionally, they will often alert you to planned fare increases so that you may buy your ticket in time to beat the increase. They've done this for me twice, saving me non-trivial $$$. +1-800-247-3247.
Had to replan my Europe sectors while on the phone as JFK-AMM was unavailable for the date I needed and couldn't change date or reroute.
They helped look up my connection and timing options as I mentioned possible alternates instead of AMM. Settled on FCO after BUD and HEL proved unworkable with my available timings.
