I called CO on 12/3 requesting that miles be moved. They appeared in my Amtrak account on 12/4. ^ Although the phone agent seemed to be unfamilar with the process, she had some sort of cheat sheet that she followed, which worked. Possibly the phone approach is faster than the e-mail route for some reason.

You may already be aware of this and have just decided it doesn't work for you, but UA does offer some flights for 15,000 miles. Details in website below.
