What banks offer Visa Debit?
I tried posing this back in April on the tax payments thread and got nowhere. In short, the tax sites will accept a Visa Debit card for just a few bucks in fees vs. a % fee for Mastercard Debit or credit cards. A seemingly easy way to earn miles when paying taxes, but I cannot find a miles earning Visa Debit card. Citi's Thank You is MC only as is the Chase OnePass Debit.
Has anyone found a card that does the trick?

If you are only paying a couple bucks in fees it is quite likely that the transaction is being coded as PIN-based in the processing system by the tax folks. What you would need to benefit from that then is a card that earns by PIN-based transactions.
Those are VERY rare. I'm not sure I've actually ever seen one.

It's possible that Official Payments, or another tax payment site, has a special deal worked out with Visa for lower credit card fees. In any case, Citibank's debit (check) card does offer ThankYou points for pin-based purchases.

...in which DCBob verified receiving 41,000 Skymiles while paying a convenience fee of $3.89.
I believe this situation arises because of a peculiarity in VISA's rules for convenience fees, which are different than Mastercard's rules. Of course there is no assurance that the rules will remain unchanged next tax season.

I looked at the Delta debit card and the points seemed to apply only to "signature-based" purchases, whatever that means. Are tax payments considered signature-based purchases for the purpose of earning points? Any specific experience with the Delta card and tax payments would be appreciated.

However, it would be very easy for any issuer to modify terms to exclude tax payments, just as some cards still exclude purchases of US Savings Bonds (even though the treasury no longer accepts cards.)

Do you mean bank debit cards that earn frequent flyer miles for PIN-based purchases? If so, there are at least 3 (one from Key Bank, and two from BofA), discussed in extensive detail in other recent threads in this forum.
