Internet purchases are explicitly mentioned in SunTrust's terms as qualifying for miles. This was addressed in the previous thread. See post #51:

However, it would be very easy for any issuer to modify terms to exclude tax payments, just as some cards still exclude purchases of US Savings Bonds (even though the treasury no longer accepts cards.)
