What banks offer Visa Debit?
I tried posing this back in April on the tax payments thread and got nowhere. In short, the tax sites will accept a Visa Debit card for just a few bucks in fees vs. a % fee for Mastercard Debit or credit cards. A seemingly easy way to earn miles when paying taxes, but I cannot find a miles earning Visa Debit card. Citi's Thank You is MC only as is the Chase OnePass Debit.

Has anyone found a card that does the trick?
