I wonder who is actually giving the 5K bonus, AMEX or BA. If it is AMEX, it will be easy for them to enforce this bonus. If it is BA, it seems less so.

Account and cardmember are not interchangeable terms.
Each person with a card is a cardmember, this has been confirmed in this post in response to this question.

I likely won't have much recourse, as the 2 additional transfers came from MR accounts that were neither mine nor connected to my BA household account.

Perhaps the T&Cs were written by someone who didn't realize that we know how to transfer BA miles to accounts not the Amex Cardmember's own 
!
I'm just disappointed that I could not find a TP on tCC who had Amex for me until it was too late
