DL is most likely downplaying its new alliance connections with SV due to Saudi Arabia's refusal to grant visas to Israelis or those with Israeli visa stamps. I can understanding not wanting to have big press releases or spreads for the in-flight magazines, but it does seem unreasonable to not publish an earning table somewhere on their website.

US citizen transiting through Saudi Arabia (SA)
TWOV (Transit Without Visa):
Visa required, except for Visa not required for those
continuing to a third country, provided:
continuing by the same or first connecting aircraft within
18 hours; and
holding confirmed onward tickets; and
all documents required for their the next destination.
Only one stop-over in Saudi Arabia is permitted, except when
flying on Saudi Arabian Airlines, where a second transit point
is permitted. Any change to itinerary is subject to
immigration approval. There are no hotel facilities available
at the airport transit area.
Passengers whose connection time is over 6 hours and less
than 18 hours may be allowed to leave the airport for hotel
accommodation or shopping. If passengers are granted
permision to leave the airport, immigration will retain
their passports and issue a transit permit which must be
submitted to immigration 3 hours prior to departure. One
coloured passport photograph is required.

So it seems that we are reasonably certain that we get MQM's on SV.
I am a little concerned about traveling through with my girlfriend (not married). She would not be allowed to get a travel visa per the published rules. However, an under 18hr connection does not require one. Would we be okay? Anyone else done anything similar?

Yes I would very much like the stamp, although the visit would certainly be enough.

Effective May 28, 2012, SkyMiles members are able to earn miles on Saudi
Arabian Airlines. All classes of service on Saudi Arabian Airlines
marketed and operated flights are eligible for Medallion Qualification
Miles and Medallion bonus miles.
The various classes of service earn mileage at the following rates:
F, P, A, R -- 100% base miles and 60% class of service bonus miles
J, C, D -- 100% base miles and 50% class of service bonus miles
Y, W, O, B, M, K, T, Q, L, X, V, G -- 100% base miles and no class of service bonus miles
So we should have no problem earning 100% MQM and 100% Medallion bonus miles for all of the flights referenced in this thread.

also confirmed with delta that full mileage credit, mqm and elite bonuses apply.
Saudia isn't particularly familiar with putting a Delta number in the record. You can't do online and when I called the agent insisted it couldn't be done but after he spoke to a supervisor he came back and claimed he found out how to do it. Wonder how lounge access will go in Riyadh and Jedah for a Elite Plus member?

Here is a little more info on earning Skymiles on SV flights - this information was provided to me by Delta Assist this morning:
Effective May 28, 2012, SkyMiles members are able to earn miles on Saudi

Nice find on the same-day turn - I'm still learning ITA!
And for places to stay, Airbnb, hostels.com, and couch surfing are all great if all you care about is a place to crash. Actual hotels seem to be $200 and up a night. But I'm sure you could do a credit card churn with some of the chains and stay for free (churn in a hurry, I suppose)

It's similar to Las Vegas or Singapore. You can spend as much or as little time there as you want without the feeling that you're missing out on something.
