The Palomar is part of the Kimpton Hotels. I've not stayed at this specific hotel but IME you won't be aware of the animals other than passing one in the lobby at best. I do like their chain and the different feels for their various hotels.

I know I sound paranoid but usually I am the complete opposite.
Here in Ireland it is very unusual for a hotels to be pet friendly. If I thought it was only a case of seeing the odd animal passing through then I would have no hesitation in booking it. I just would not like to have animals in a breakfast room for instance or around a pool area.

It's not like there are no other DC options.
FYI - the US in general is far less pet-friendly than Europe, i.e., pets are not generally allowed in bars, restaurants, dept. stores, etc.
