Legacy to New Travel Package Conversion (effective August 2018)
A Marriott supervisor can currently convert your legacy travel package into the new category mapping. If you hold a Category 6, 8, or Tier 1-3 legacy certificate, it's ideal to downgrade your certificate before converting so that points don't potentially get lost in the process.
When converting your legacy certificate to a new certificate your prior certificate is cancelled and your new certificate will (in most cases) have an expiration date that is 12 months from the date of issuance (today).
The codes for the New Category partial packages are:
5-night packages
NCx = new certificate category
QPxx = post-merger converted partial package
OCx = old certificate category
QLxx = post-merger converted partial package (only QL known so far is QL87 for NC7)
xx0T = initial package;
Pxx0 = partial package;

(Also, never use the word UPGRADE. You must say you want to CONVERT your certs.)
IMPORTANT! Possible Points Advance Implications of March 5 category changes: There’s a (potential) issue with the category changes and Points Advance reservations. Marriott included the following information when they emailed some of us about the upcoming changes: “Points Advance — Members who wish to book a points advance redemption under the current Marriott Rewards and SPG award chart are encouraged to order redemption certificates before March 5 to lock in the rate. On March 5, redemption bookings are subject to the new unified program award chart.” We’ve reached out to Marriott to confirm the practical implications of this verbiage, as it sounds like Points Advance reservations will revert to the new pricing if they don’t have certificates attached prior to March 5. To be on the safe side, if your hotel is increasing in category be sure your TP certificate is attached to the reservation before March 5.
Concerning use of TP for peak or off-peak, see post 2179:

New data point for the new year.
I've read/followed the majority of this thread and now that I have a plan for how to use the travel certificates I made it happen
Last July, I purchased two OC1-5 travel packages. I have an upcoming trip that I wanted to use the certificates to book two rooms at an NC5 hotel.
1) Verified that I had an extra 120,000 MR points in my account (2x60,000 to upgrade from NC4 to NC5)
2) Call the UK Marriott # in the wiki (+44 20 7012 7312). In total, the call took about 25 minutes.
3) Explain that I have a booking I wanted to make, and I wanted to Cancel my two 830T certificates and convert them to two QP91 certificates. I did need to be clear with the rep that I was going to be using additional points from my account to upgrade the certificate.
Canceling two 830T (OC1-5) added 90,000 points (2x45000) to my account
Ordering two QP91 (NC5) subtracted 210,000 points (2x105K) from my account
4) The rep said that their "specialist" wasn't in the office, but she would leave detailed notes and have him do it the next day
5) True to form, the next day (today), I got an emails saying that my old certificates were canceled and new certificates were ordered.
Email clearly states that 830T certs were canceled
Second email clearly states that QP91 certs were ordered and 210K points were redeemed
Email (and account) state that the expiration is one year from today
As typical, App is up-to-date, website doesn't show the updated information yet.

Concerning use of TP for peak or off-peak, see post 2179:
The new award redemption chart will not impact Travel Packages. After these changes go into effect, you'll be able to book a hotel within the category assigned to your Travel Package, regardless of whether the dates at the hotel are in off-peak, standard or peak rates.

I am married to a unicorn and I have a NC7 cert. To be clear, both those statements are true - the code I can see on my confirmation for a 7-night NC7 Partial Package is QL87 ('cost' 315,000). Apologies, while I have been reading most of the posts I get a bit lost on the "refund value" (can I cancel the cert and get back 315,000 points?) hence I have put 'cost', which is the number of points indicated on the partial package confirmation (i.e. this was originally a TP I purchased pre-August 18th).
My experience has been very similar to other posts in that it is luck of the draw. The cert took me the best part of 2-3 hours on the telephone to secure with a number of HUCAs and low expectations from the start. As far as I can tell if you want to get a NC7 cert conversion and/or upgrade you need pretty much all of the following: 1) patience; and 2) an agent who has at least a basic understanding about TPs (and then the willingness to be shown/explained the bits they don't know, which may involve some of 1)); and eventually 3) a knowledgeable and understanding and willing supervisor; and even then, 4) luck.
I wish you all the best (of luck) and thank you for all the tips/DPs, which no doubt helped get my result.

There are lots of NC7 hotels it's just that a select few will become NC8 next year but plenty of NC7 hotels will remain, is that not what you mean? I appreciate that any NC8 hotel will need to be booked using a NC7 cert before those hotels become NC8.

Yes. Unlike other travel certificates, the NC7 is one that might make sense to cancel for a refund. At 60K per night and the 5th night free, one could use 300K in points for 6 nights and still have 15K leftover from a 315K points refund. I would rather have the points and the flexibility than a NC7 certificate, but others may disagree. Since the difference in points for a Cat 7 and a Cat 6 is 10K, if I could downgrade a NC7 to a NC6 and get 150K back, I would consider it. I would only prefer the NC7 if I planned to use all 7 nights at a Cat 8 hotel. Obviously, not everyone will agree with my assessment.

Advice on what to do to get through our 4 legacy travel packages.
Between my wife and I we have four Legacy TPs good for the new Cat 4. We will be using one next month, but am unsure whether we will get through the remaining three before they expire in August 2019.
I realize converting the Certs to the post merger codes resets the expiration dates. I could delay making the conversion; however, I want to go the UK route, use some additional points, and hopefully end up with access to Cat 5 properties for one and Cat 6 for the other two.
Assuming this works, my new expiration dates will be December 2019. However, what options will I have to extend expiration after making the conversion/upgrade?
your advice is sincerely appreciated!

It looks like LCs are now integrated.. When you search 7 nights , the points amount per night now show the same as other properties already integrated. E.g 25,000 a night instead of 21,427 per night
Either way I will call soon to try and use a 7N on an LC hotel. Will update then

My understanding was that it was not possible to get a Category 6 TP upgraded to a Category 7 regardless of HUACA? is that not the case? What should one pay in difference between a cat 6 and a cat 7?

3.2.n. Blackout dates refer to a limited number of dates when a Participating Property could choose not to permit Members to redeem Points for Awards, but the Company has a “No Blackout Dates” benefit so that if there is a standard room available for booking by any means, whether by cash, credit or Points, then a Member can reserve the room using Points. The following properties either do not participate in or do not fully participate in the No Blackout Dates benefit at this time:
