Signing up to buy $1000 visa/mc gift cards
You can buy the $1000 cards on Simon's volume site. Their regular site only sells $500 cards.
If you're new, or haven't bought anything in a year, you need to register at https://www.simon.com/volume/register-consumer
As part of the registration process, you will have to go to a brick and mortar mall and buy at least $3000 in cards in person, as well as filling out some paperwork while there. After that, you can do everything online.
As of Nov 2020, Simon Mall Gift cards will only work for $99/swipe for money services at Walmart and many grocery chains.
$1000 gift cards are available indefinitely.

They probably have a contract with Metabank so not easy to jump ship. And even if they did at the end of the Meta contract, and signed a long term with US Bank. If USB gets nerfed due to the increased volume, then we are back where we started.
Selling MO's won't help them either, because its the card issuer blocking the MO/cash like transaction.

It would be very easy for Simon to put in limits to avoid that if it was going to be an issue.

lol and yeah I also forgot to mention, if Simon did start selling MO's. The fees probably would be on the higher side, given the convenience. So we'd just be sharing our card rewards with Simon. Meaning the numbers look even sillier to do this profitably, and more likely to get noticed by the bank.
We might as well dream of a "Kate" on every street corner, LOL....

I don't believe that when Safeway loads a Visa GC for $500 it keeps the $500 on its own books until the Visa card is spent somewhere. That would require endless checking of the balance of millions of cards each day. Safeway must remit the $500 it collects to BHN (less whatever fees Safeway is entitled to).

What's your basis for saying that? I can't believe that's the way things work. If I buy a $500 Visa GC at Safeway, give it to my daughter, and she spends it at a dozen restaurants in the next three years in different states, do you really think Safeway is checking that card's remaining value each day to see if it can book the revenue?
And I'd have to imagine the only revenue that Safeway can book, in that example, is their fee that it is negotiated with Blackhawk. (IE, they can't book the whole $500 as revenue.)

Safeway is just a go between. The $500 is never counted in their revenue.
