800-950-5114. Non-US agents are, as of at least August 15, 2015, able to do debit card payments. If they resist, ask for a US agent.
Please do not report that debit payments do not work over the phone, they do! Hang up and call again (HUCA) until you get someone capable.
The same thing can be done in a Citi branch, but you do not swipe the debit card or enter any PIN, so it seems likely that the same cards do/don't work in branch as over the phone.
The name on the debit card must match the name on the account. You can be an authorized card holder (they'll ask the name of the primary). You can also pay off Citi Business credit cards (only attempted as primary cardholder). Limit of one payment per debit card per account per day.

If this doesn't work, I'm guessing the branch will take MO's made out to Citi. Just trying to limit MO deposits into my own bank...

What am I doing wrong? I have a US Bank issued $500 gift card from a Kroger family grocery store. I registered the card with the exact same name, phone and address as appears on my bill.
I've tried twice with two different cards and the agents are telling me that's its coming back as cannot verify.

That's odd. I've done a number of the US Bank issued gift cards (where you register at mygiftcardsite) and as long as I registered them with my name, address, and zip exactly as it appears on my Citi accounts, I've had no issues with thus far with being able to pay off my Citi cards with them. I just used a $500 one yesterday without an issue.

Macys Amex branded card works. Called for unrelated reasons... was told if I was interested in making a payment using debit card. Unfortunately, my visa prepaid got rejected.
