I suppose if i saw one of those pinfree gcs (lets call them "oprahs" like oprah pinfree) I would get paypal cards with it and carefully watch the packaging if i could use that to avoid this

FYI I just received two Vanilla Visa gift cards, one $100 and one $50 from WalMart.com and both start with 4847 18. I am in New York. Can anyone in NY confirm these cards are being rejected here as debit cards?
I went to the Vanilla Visa Gift Card account page and when I select manage PIN there is no option to set a PIN but it tells me the first time I use the card whatever PIN I use will be set as the PIN. That seems in line with how their policy has always been. Did they ever allow PINs to be set online? Also I'm interested if anyone has tried to buy a pack of gum or something to set the PIN through that transaction then try to fill BB after that.

I have never had any issue loading BB at WM with ANY gc...Vanilla or otherwise. I think there may be human error in all your cases...whether on the cardholder or csr.

Data point: at CVS the had the new silver #1 with GIFT written across the face of the whole card with expiration dates in 2022. A few rows down they also had the old silver #1s with gift written smaller at the top of the card. I picked two of these with expiration of 4/20 and 8/20. Just used at BB fine.
