I haven't been able to confirm the following so if anybody could confirm for me that would be great:
  • Aldi supermarkets, not sure if fee free or low fee. Some stores don't have ATM. Don't make special trip.
  • Cardtronics ATM inside CVS locations. (Varies due to bank branding, ie, Chase affiliated Cardtronics ATM had $3 fee. On the other hand, Cardtronics ATM at a local Costco had local CU branding, was $1.25 per WD) Cardtronics inside CVS = $3 in PHX area See below:
    http://www.cardtronics.com/consumers/consumer-faq.asp
  • Eastern Washington University PUB (building) in Cheney, Washington
  • RaceTrac: Possibly only TX locations only Store locator here, hit the magnifying glass in top right corner $300 limit $2 fee in Houston as of 2/2015

My experience with AllPoint ATMs is that they are free if your bank is part of the AllPoint network. Most of the prepaid card issuing banks are not part of that network, at least in my experience.

It can be a little awkward going to the bank to deposit big wads of $20 bills, though. I'm willing to put up with that.
It may be awkward and make you look like a drug dealer, but I'll take depositing $20s over dollar coins. My car's suspension prefers it that way.

Checked 2 CUs in my area and both wanted a fee. I don't know what Walmart charges but I know from using Bluebird there that they limit you to $300 so it wouldn't be good for cards that charge a fixed fee per withdrawal. Also tried my local university campus but they only have WF and BofA ATMs. And there are no Kwik Trips or Wawas anywhere near me or even in neighboring states. So far I'm stuck with trying to sneak into Costco without being a member, although I decided to buy a membership since I'm there anyway to use the ATM and if it doesn't save me money I'll get a refund under their 100% satisfaction guaranteed policy. I'm waiting for it to come in the mail. It seems like free ATMs are very much a rarity and YMMV. I'll consider myself relatively lucky though as I do have access to a few different CVS stores that sell VR with CC, though the majority I've tried don't stock them and one doesn't allow CC.

No-Fee ATMs in NYC

FreeATM now has a tool on their website (http://thefreeatm.com/) to locate their ATMs. Right now there are not too many options (3 actually), but I plan on keeping an eye on this space for future developments.

1. Barclays Center

2. Knitting Factory (Brooklyn)

3. Pushkin Bakery

The bakery is a bit out of the way for me, but its nice to see they are setting up locations at non-venues.

Was a huge hassle last time i tried Knitting Factory (Brooklyn) , only allowed 100$ per transaction dosent make sense for churning purposes.

I can't even find an ATM that lets me withdraw more than $300 with reasonable fee, let alone no-fee...

I use Allpoint but it costs $0.99 and can only go up to $300.

According to the list, both Citibank and Bank of the West provide surcharge free ATM in CA, but I found both banks charges $3 for ATM withdraw for non-bank cards, anyone has different experience?

Reading comprehension is definitely a problem on this thread. That was a list of ATMs that don't charge a fee for EBT cards (government welfare benefits). EBT = Electronic Benefits Transfer. Those locations definitely are NOT surcharge-free for ALL debit cards, which is the subject of this thread: "TRUE No-Fee ATMs".

That being said, that list helped me find an ATM that is my new go-to ... it might not be the most accurate for our uses, but it's somewhere to start. That's why I shared it.

Yes, Wawa, found primarily in PA and NJ but also MD and FL, maybe elsewhere, offers true no fee, no surcharge on any card with $400 withdrawals allowed.
