Low Fee ATMs
  • AllSouth Federal Credit Union: $1 per withdrawal, unknown limit. [Branch locator, SC only]
  • B&H Photo: $1 per withdrawal, $500 limit [Store location, NY only]. ATM is behind the cashiers.
  • Costco: $1.25 per withdrawal [Store locator]. You don’t need to be a Costco member to use their ATM. $400 limit
  • Cathay Bank: $2 per withdrawal [ATM locator].

I haven't been able to confirm the following so if anybody could confirm for me that would be great:
  • Aldi supermarkets, not sure if fee free or low fee. Some stores don't have ATM. Don't make special trip.
  • Cardtronics ATM inside CVS locations. (Varies due to bank branding, ie, Chase affiliated Cardtronics ATM had $3 fee. On the other hand, Cardtronics ATM at a local Costco had local CU branding, was $1.25 per WD) Cardtronics inside CVS = $3 in PHX area See below:

  • Eastern Washington University PUB (building) in Cheney, Washington

Barona Resort in San Diego County has free ATMs, which I've verified. You can take the free shuttle from the El Cajon trolley station and avoid the winding road that leads up to the casino. https://plus.google.com/+baronacasino/posts/724VKHTnnKY

AFAIK, any major bank's ATM is always going to charge a fee for non-network cards. They want to provide an incentive for users to establish an account with their own bank/network; waiving the ATM fee is one of the common perks they offer to do so.

Exactly what they charge will vary from one institution to another.

Look for credit union ATMs if you want free ATMs.

Yes - but look carefully. Very few credit unions have true no-fee ATMs.

Just saw this in a Paypal thread:

Kwik Trip has surcharge free ATMs if you are lucky enough to have them in your state. They are great, but sometimes hard to find. I love Kwik Trip!

Not always. As I posted earlier, my go-to fee-free ATM is a BoA ATM. The incentive can be exclusive publicity and exposure in a heavily-trafficked space even without charging fees.

Perhaps so, however I don't believe this is the case at all BoA ATMs. I'll take a closer look at a local one, but last time I paid attention, it definitely had a fee for non-customers.

Oh, definitely, the vast majority of them will charge a fee. I was just saying that the blanket statement that a big-bank ATM is going to charge a fee for non-customers isn't always true.

Are you sure of that? Have you checked extensively? I have not , but my own, UW Credit Union, most definitely does.

Also all the Kwik Trip gas stations have no fee Atm's and so does my CU.

As nwflyboy explained, a bank that pays other banks' ATM fees doesn't solve the problem because the point of "manufactured spending" is to withdraw money from prepaid accounts funded by CC, not from a checking account. And as others in this thread have pointed out, such no-fee-for-anyone ATMs are rare but they do exist. I'm making a business trip to somewhere that has Wawas in a couple of weeks and I'm going to bring along my prepaid cards and make some withdrawals.

Not really. You still have to use an Ally debit card to get reimbursed. This is no help if you are trying to cash out American Express pepaid cards

Just to clarify, the Amex Prepaid cards are only one example. True no-fee ATMs are useful for other things, too.

It can be a little awkward going to the bank to deposit big wads of $20 bills, though. I'm willing to put up with that.
