I think you're confused about two different things.

I could send you a million dollars through AP. Doesn't make you an independent contractor, employee, or anything else to Amazon. (AP won't let me send you a million dollars because it will cost them money, but not because it's illegal or otherwise prohibited.)

The employee, contractor, whatever relationship is between you and me, not you and AP. Now, the IRS may suspect (rightly?) that people are using these payment services to evade taxes which is why they might require the 1099. But that's not related to whether you are an independent contractor of Amazon.

Think of it this way. When a guy mows my lawn, he's my contractor. If I give him cash, he's my contractor. If I pay him through AP, does he suddenly become AP's contractor? No.

They're two unrelated concepts: I could send you ten grand and you're not a contractor, or I could send you fifty bucks and you are, but it's not a function of how much money you receive.

Edited to add: yes, you can send money on Amazon without selling anything there. Several times I've paid for trips, dinners, etc., and my friends will send me money on AP to reimburse their portion (or vice versa).

Not sure why AP would issue 1099's anyway. If I pay a subcontractor VIA Visa or Am Ex, the processor doesn't issue a 1099, if a 1099 is to be issued as the payor I am responsible for issuing it and obtaining the w-9.

Also don't understand why AP requires the payor to give their 1099.

AP monthly limits were reset
 
I used AP early this month and found out the monthly limits were reset back to $1,000.

Does anyone see the same "change"?

Where do you check to see if it has been reset or your remaining monthly free amount?

Only my payment amount is reset, but my receiving amount is still 0.

yes...mine was reset as well.

tempting to do it again, but the paranoid side of me thinks Amazon is baiting me to make another payment.

What are these "resets"? I thought the limit was always $1000 if you had verified a bank account, and $500 otherwise?

Ah, got it. I was thinking the opposite -- that somehow people had limits of higher than $1000 that were "reset" down to $1000.

I wish - but I'm actually pretty happy with my account, one for my wife, and just a little extra help getting to the bonus levels. I'm surprisingly un-agressive on this one.

Yeah, I agree. Hitting every single spend on every single credit card would probably be about 105% of what I would normally spend anyway. So just a little help from AP, or some reimbursable work expenses, and I'm good.
