I certainly wouldn't bet money on that.

I see plenty of properties, including expensive ones in exotic locations - e.g. HI Tbilisi Georgia

It's the usually loaded China list that he's referring to......thankfully I managed a weekend in Hangzhou and Nanjing as well as a week on the beach in Qinhuangdao before they all disappeared....

I don't think anyone generally wants a romantic weekend in Changsha...not recommended!

So the PB list generally adjusts as booking opportunities dissipate?

Or do properties remain on the list even though there is no availability remaining?

They disappear after there is no availability.

That's assuming absolutely no availability for all dates..

My experience with PB is that hotels are listed even if you can't book, but I only tried a few specific dates..

or is it that PB takes the hotel off when they unsubscribe?

That's true. When availability is nearly gone PCR updates the web page to take out the name. They dont zero out PB availability in the reservation system. The two actions are not synchronized.

It would be nice to know exactly the PB availability scheme from IHG/PC...

yes it would, now whether we will see any official scheme....

For once in a long time, there is a property on the PB list that I can use, not an exotic property but the two nights will save me nearly $400 US, whew finally !!

True, but once a hotel is on the list, the general rule (again general) is that PB is available for the dates on the PB page (usually until day X)

Where is the Day x displayed?

That would be one of the puzzle factors useful to know when trying to book these hit and miss offers.. bookings only until day x

Day X is when the rooms in inventory are all booked.

They may only load number room nights on the base of the rooms available of the property multiple by 90 days then multiple by 5%. Once the target is met the hotel will be taken of the line.

The list is either to do with the fact that hotel did not use up the 5% reward rooms night per year target, or the reward bookings are so low that PCR need to generate more reward bookings in order to compensate the hotel a little bit more.
