Refund for essential expenses delayed bagage
My family and I recently embarked on a trip, during which we checked in two pieces of luggage. Unfortunately, one did not arrive at the designated location (on a domestic flight), prompting us to make essential purchases including clothes and toiletries from Target and Lululemon for both my wife and our child. The expenses incurred amounted to $500 at Target and $200 at Lululemon.
The missing luggage was eventually delivered, albeit three days late. However, Frontier Airlines is offering only a partial refund of these expenses, devoid of any explanation. They are assessing each item based on the provided receipts and assigning them a lower value than their purchase price. For instance, a shirt bought at Target for $25 is only covered for $15. Moreover, they are not accounting for any of the taxes paid. As a result, we are expected to cover $280 out of pocket.
I am seeking advice on the recourse available to me under these circumstances.

Taking into account that you will probably get use out of the purchased items well beyond the three days that your one bag was delayed, if you still think that reimbursement of only 60% of your expenses was unreasonable, you can consider filing an air consumer complaint with the DOT.
And, if you paid for the airfare and baggage charges with a credit card that provides supplemental delayed-baggage insurance, you can also consider filing a complaint with the card's insurer for the amount not reimbursed by Frontier.

$700 for clothes and toiletries for three people for three days does seem excessive. Frontier is likely only covering the depreciated value of the items which were lost and you had to purchase replacements for. This seems pretty fair to me but you can certainly keep fighting if you disagree with their assessment of your claim. I wouldn't expect it to be easy given they are a ULCC and the amount invovled.
