I've only flown Y and PE/Elite, so that's what I will discuss.
All airlines are obviously getting worse in the back of the aircraft, but I haven't noticed as much decline with EVA when it comes to soft products / service in comparison with other TPAC carriers.
I feel like ANA's food has really gone downhill big time. JAL has hired a lot of foreign FA's who are not as professional. UA and AC remain stably mediocre.
BR has better food than any of those airlines. CX and SQ are the only TPAC airlines with better overall soft product in the back, although JAL has hard product and ANA has better service but worse food. The only decline I've noticed in BR over the past two years is that the PE dinner salad has become significantly cheaper and no-frills recently.

EVA PE service declined starting at the name change from Elite to Premium Economy about the time the old CEO left. Now EVA has become more "United Like" charging for seat selection and less competitive fare structure.
EVA has been my go to airline since 2006 for it's EVA Delux/Elite/PE service.

I flew Premium at the middle of April and Business early May. I thought the service was good in flight in both classes. I felt that the business class service was better than CX and QR which I regularly fly on the long haul. They did issue XL Pajamas. The only complain I have is that the selection of movies. And the funny boarding procedures they have.

the service is all down hill and the new management is looking to squeeze every penny.
i am a diamond card on eva for 12 years. which means i fly at least 100,000 miles annually just on eva.
before i was guaranteed a seat regardless of the ticket i purchased. then it changed the requirement to some booking classes. now it is only full fare tickets that will guarantee seats.
they have also implementing a lot of fees. again these were non existant just 3 months ago. i used to buy mulitple tickets for business and keep them open depending on my need. but now there is no way to do that and with no real bump in service for my loyalty, i will be looking for the cheapest fare wherever and whenever i fly instead of staying with them.
in all honesty, the old CEO is starting up a new airline and has already made committments to Airbus for a bunch of planes and they will be in the air by January 2020. if they fly, hong kong, london, LA, and new york. i will be switching airlines very quickly and immediately.

Do you really think that Starlux will be any cheaper than EVA?
Besides it remains to be seen if the old CEO delivers on his promise to start the long-haul service in 2022.

My last RLC flight was last October (2018) to/from LHR/AMS and my previous experience was about two years ago.
I did feel slight improvement, however, but I think it was mostly owing to my ageing looked older than two year ago (and this time I used laptop worked on some Word/Excel files for a while, so maybe the crew though I was legit business traveller.
)
I personally and my family as well all had experiences making us feel that EVA RLC crew have preferential treatments towards middle-age male passengers. But as I grow older, maybe it's now my prime time to really enjoy RLC experience. LOL
The pajama sizes have always been an issue, and I do highly suspect there are some understocking issue for certain sizes. I am 6'1" Asian and I couldn't fit L from the last design.
I will have two roundtrip long hauls coming up. (ORD & CDG). Will see how they do on these flights these time. Finger crossed.

I have never travelled economy on EVA and it has always been PE and one time Business class. I thought the business was much better than QR and CX that I have flown long haul recently. Apart from the boarding procedures that they have. I have one coming up pretty soon in end June or early July and to me the down side of PE is that it is always full. I have never seen a half empty cabin in PE and the most I have seen is about 3 seats empty.
