Can you expand on this? What consultants and where online, and what inventory can they access? It's not something I've seen mentioned before.

My friend got a promotional email from emirates earlier this month when he was flying with them. He got offered a chance to upgrade to Business for a reduced rate for one leg, Bangkok (BKK) to DXB. Other people have told me that I can try my luck and see if I can get some sort of similar promotion reduced rate to upgrade to Business for a specific leg, if the flight is not fully loaded, by reaching out to the ground agents at the airport or the online chat consultants.

What sometimes happens is - as your friend experienced - that you get an email offering you an upgrade at a 'special rate'. I have not heard of this being done by phoning the call centre, but it can't do any harm to try. 'Nothing ventured, nothing gained' as they say.. If you are successful, please report back here!
These upgrades used to be visible in Expert Flyer as 'P' bucket and you could not request them through the call centre in those days. Sadly, EF has 'dumbed down' to the extent that a lot of useful fare buckets (including D and Z as awards) are no longer shown. I still use EF from time to time, but not as extensively as in the (now distant) past.
Just a word of caution: make sure that the rate you are offered is indeed favourable. More than once have I been offered J to F upgrades where the upgrade for one leg was more than it would have been to upgrade for both trips together using MMB. But I know that sometimes the single leg upgrades are indeed good.

Yes, you are right, thats exactly what he received. I will let this forum know if I could successfully request a discounted upgrade.
Side not: what do you think would be a good discount? The current offer at MMB is $1244 USD from Hong Kong (HKG) to Frankfurt (FRA), both legs.

Yes, I believe you are right here. I will let this forum know if i can get the special offer through call centre agents.
Side note: What do you think would be a good deal? It currently offers me $1244 USD to upgrade to business in MMB, for both legs, from Hong Kong (HKG) to Frankfurt (FRA), which is an 18 hour journey.

Im assuming you are probably non-rev, and probably meant June rather than January since that’s a day out and looking at January next year doesn’t make any sense. Y is oversold by 7 and J is has 13 open with 3 listed. There’s a better place to be asking load requests rather than FlyerTalk. Search around the App Store.

Is there anything on the AppStore which is available to those who are not airline employees? If so, can you point us in the right direction?

not to my knowledge but that’s not to say it doesn’t exist. there’s always posting in pilot / fa forums and/or groups asking for loads to find out what the real load is. Sadly EF only shows what the airlines think from a revenue perspective too, but with most airlines, that and capacity are usually very disconnected as with that SN flight above that is now oversold in total by 3 seats but still showing availability to purchase a seat.

Yes, the ‘discrepancy’ indicates that SN expect there to be enough no-shows to accommodate the 3 oversold seats plus the one they are still willing to sell.
