Where do you fly that you might use them, and how likely are they to make the difference?

I fly tcon a lot, and (so far) they almost always clear, so they're quite valuable to me.

The point is that DL hasn't published any priority rules for upgrades using instruments. No one knows.

When you ask DM agents and supervisors, you get totally different or nonsensical answers, so I think they all just make up something to say because they don't know either.

I don't know. It would make sense for GUCs to have higher priority (they're more expensive instruments; on the other hand, they're less likely to be used on RUC-eligible flights unless they're expiring) but Delta isn't required to act sensibly.

What about GUCs on domestic connecting segments of international itineraries?

True, those are free (presuming the international segments already cleared).

That's why there might not be publishable rules. Suppose Delta said that a "clean" GUC trumped a RUC, but a closed GUC had lowest priority. People would be very annoyed, with no gain to Delta for admitting that.

My guess/assumption from talking with a few ticket and SC agents is that the system doesn't distinguish between regional or global for priority.

My four year old and I are currently on a RUC waitlist for a November flight. In case the upgrade clears, but there aren’t any seats together, can I decline the upgrade and keep the RUCs?

You can cancel a RUC/GUC upgrade request on delta.dumb at any time if the upgrade hasn't yet cleared, although you might need to call DL if you've already checked in. You could also request the GA to skip over you if you cannot be seated together. However, many people will to enable a four year old to sit next to a parent.

Where can you do this on delta.dumb? I show a segment waitlisted with a RUC, but nowhere I can cancel it.

Yeah I think you'd have to call in to have them remove the cert request, since it is done by a notation sequence in the record.

You can canel a medallion upgrade request, but there's no way to cancel a RUC/GUC without calling.

That's what I was thinking. Now the next question is do I pull it off for my medallion window tomorrow or leave it?

Nevermind. Leave it. there were 7 seats up front when I checked last night, now there are 4......hopefully there is at least one when they finally open the inventory. These RUC's are becoming increasingly worthless.
