Quite honestly, that senator has absolutely no standing to issue a request that a company pay the coast guard. He's doing it for political grand standing, and knows very well that any request by him has absolutely no authority to make a company make a payment. And it's pretty clearly political grand standing, since he didn't issue a similar request to the other cruise lines, all of which would have had similar incidents. (There was some discussion on cruise critic when his initial "90 incidents" statement came out, and it's a pretty debatable number.)
