EU promises “We will have a summer tourist season” [for travellers from Europe]

It seems like more and more people in Sweden are getting stir-crazy over the growing realization that they will be amongst the least desired tourists within the EU/Schengen area during the peak Swedish summer vacation period and that cheap international trips by road, boat and plane are going to be less available for Sweden than for tourists from neighboring nations during this time. A lot of people in Sweden who had been rather quiet about the coronavirus situation in Sweden (or otherwise supportive of what Sweden had done with this virus situation) have started to shift gears and direction now that it costs them vacation opportunities.

Your own personal beliefs and decisions should not be imposed and will not be imposed thankfully on the rest of the world.
There needs to be a balance of risk and thankfully many countries are now realising that reasonable action needs to be taken.
If you are scared, please look to Germany as an example of reopening successfully. Of course, if you are in the UK, then that path won't be similar because of poor past decisions. But the actions of places like the UK, Brazil, etc should not impact the rest of the world in their decision making.

Yeah millions of people will still travel, though airlines have cut back flights by 75% or more.
I don't know what train capacity between European countries will be like. Not like last year but still will move a lot of people between countries.
Will the lorries take UK people and their cars to holiday in Spain, France, etc. this year?

i am confused by this. Up until now, travellers from the UK were allowed in with a health declaration and we're advised to quarantine but it is not mandatory. I assume this would still apply since the external travel ban doesn't apply to the UK? Ie if someone from the UK arrives they'd still be allowed in since the Netherlands never imposed a border entry ban from within Europe?
When a journalist asked: what if they arrive anyway? The PM replied: they will need to quarantine for 14 days. The journalist asked: are we going to check if they do? and the PM replied rather vaguely “we have ways to make sure they do”.

The way the Prime Minister phrased it was: Brits and Swedes are not welcome.

From late April/early May, the A8 Autobahn in Germany south of Munich ie from around Irschenberg is bumper to bumper, with 'yellow license plates' ie the Dutch, as well as Germans, and people from various northern areas driving to Croatia, Slovenia, and other holiday destinations. I'm curious to know if the traffic is even more this year.
Shipping the car by train is also a thing in Germany; I have family who did this for decades to avoid the long drive south.

It seems that the most of the old K. und K.* lands are free now - free movement without any control between CZ, SK, AT, HU (and AFAIK SI). The news mentioned "citizens of" but if it's really no-control, there is no enforcement (once you are in) RS has the obvious immigration controls, it being outside the EU, but otherwise good to go as is Montenegro.

The UK, for one, bent the curve later than Germany, France, Italy, Spain, and is trending in the correct direction similar to those countries, albeit flatter for a little longer. Give it a month, it will all be fine. Money will shout and scream an end to this. There is not a country on this planet that can afford to wait for a vaccine or "as long as it takes" so the doors have to open. Those countries that have a GDP that is heavily biased towards tourism will largely open with "measures in place" that will also be largely ignored and forgotten about as people become more blase about it. Back to normal as quick as possible for the 99.something% of us that have a low risk of dying to lead our lives, and by all means shield the vulnerable. Being co-opted into this mass hysteria is wearing ever so thin. Devastating the world's economy, is it worth the price? Not to me.

So do we have answers to the following?
1. What is the EU going to do after June 15?
2. Is it confirmed that US citizens can enter Portugal and once there get to the rest of the EU in July/Aug?
3. Same questions for Greece in July/Aug?
Thanks
