1. the fact that a party violated the law does not excuse you.
2. From what you are saying it sounds like you sped up towards an oncoming car, and you want to claim that it was necessary to do so. The defense of necessity is a legit defense, iirc, but you have to go to trial. That means you have to go back to MSN, several times. Of course there will be several court house continuances, just to aggravate you.

3. Call your insurance carrier and see which is better for you, paying the fine or pleading out and taking DD (I do it online)

Conspiracy might be argued in that regard. But what is not arguable is that many members of the HR, on both sides, and a good number of Senators, somewhere lose any common sense that the Good Lord may have given them, and, ironically, any sense of political behavior or speech, to boot.
