But the Maastricht Treaty is a problem for state intervention. That leaves the banks, and they're fragile enough already.

It wasn't immediately clear what led to the explosion, but Harris County Sheriff's Office deputies said the incident involved an 18-wheeler and passenger vehicle, officials said. No one either vehicle suffered major injuries.

However, the rig's fuel is flowing into sorm drains, and with gas pockets, minor explosions are occurring in the area.

A deputy is with rig's driver waiting for emergency responders to check him out because he's "a little banged up," officials said.

Meanwhile, the fire causing a big backup on the Beltway. Eastbound lanes are being forced off at Highway 249.
