Most are scum. First never pay them money or give them your social security number unless it's for a background check for someone you are interviewing with. One way to tell the good ones from the bad ones is the good ones will spend the time to talk to you on the phone, in a sense a first interview. They are retained by companies to find someone and they don't want the competitors to know they are searching or they don't have the ability to handle the flood of resumes. The crappy ones just want your resume to send to everyone.
