Yes. Some people say they haven't been asked for them, but it's much better to have them and not need them than to need them and not have them.
No, you have to call the HHonors department to book them. Even regular Hilton reservations cannot book them, although they can transfer you to the right department.
Several people have reported successfully churning this card, and receiving the certificates for both cards. Closing one card before applying for another doesn't appear to be required.
You can still get as many as you want of the Citi Hilton 50k cards (except that CITI only allows two cards of any type every 60-65 days).all 50k card offers without 18 month language dead as of 7/5/15
This seems to be YMMV. Some people have reported not getting it until well after their AF payment is due, while others have reported getting it in time to cancel and have their AF refunded. More data points on this are needed.
Friday, Saturday & Sunday night, and I don't think there are any blackout nights (beyond the normal HHonors program rules). Here is the description from the Cert as well as the T&C's:

Deposits cannot be waived for Reward Certificate reservations. Reward Certificate reservations that are cancelled outside of the time frame set by the hotel's individual cancellation policy will be charged one night's room and tax at the hotel's minimum rate for that date.
14. Reward Certificate is valid for the number of nights noted under the description on the face of the Certificate. If the Certificate is valid for more than one night, all nights must be used and the Certificate redeemed for a single stay that includes up to all Certificate nights. The Certificate cannot be broken down and/or redeemed for more than one stay. Any unused nights will be forfeited and will not be replaced or credited.
15. No credit or substitutions will be given for any Reward Certificate including those that are only partially used.
16. Promotional Rewards are for Standard Rooms only.
17. Hotel stays resulting from Reward Certificate are non-commissionable to travel agents.
18. Recipients of Reward Certificate may be required to sign a release of liability and a statement permitting the use of their name and/or photo for promotional purposes without additional compensation.

I met the minimum spend and received my two free night certs.
Here is my odd situation:
Part of my minimum spend ($450) AND $100 statement credit were based on a refundable Hilton hotel stay for July. I now need to cancel that hotel stay.
Will I lose both the $100 credit AND the 2 free nights if I cancel that stay?
What if I redeem the 2 free nights tonight and then cancel the July Hilton stay tomorrow? Will they cancel my reserved 2 free nights?
Here is my odd situation:

This is a very odd situation, in that you managed to find a prepaid, refundable reservation. I can't recall seeing something like this before.
Getting to your question, Citi usually delays granting the free nights until they are fairly comfortable that you won't be refunding anything, so I have never read a report of them taking back any free nights.

Great, thank you. Sounds like I am safe. Maybe I'll book my two free nights just to be safe before canceling (and refunding) my hotel stay that put me over the minimum spend.

I don't have any data points, but if I were you, I'd put enough new spend on that card to put you over the min spend, rather than just sock drawer it without having met the min spend due to the refunds.

Our friend is Gold and my partner and I are Diamond (but only via last year's match). Would it be ok for our friend to add me or my partner as the additional guest and have us check in?

I always add my name to the reservation
Have your friend add your name to his reservation then call the hotel a day or 2 before arrival and make sure you are all set

last minute going for Diamond or not?

I just met the 10K annual spend for HH Reserve card to get the free anniversary weekend certificate, but now I have an itch about going for obtaining Diamond status after 20K spend in year. My AF is due soon, my first ever statement was dated for period 4/14/16 to 5/12/16, hence I have only a few days left to meet the 20K spend since my statement will close probably on 4/12/17.
Since I thought I was not going to use this card much more, I decided to reduce the credit limit to the 4K minimum, my question is if before 4/12/17 I do a series of purchases (4K purchase, 4K pay credit card, 4K purchase, 4K pay credit card, 2K purchase, 2K pay credit card) would this 10K count to reach the 20K spend for Diamond? how likely is that with this purchase/payment behavior I awake the sleeping dog?

It is kind of a good news, bad news scenario. The bad news is, you need $40,000 in spend to get to diamond. The good news is, although the $10,000 is over the card account year, the $40,000 is over the calendar year, so you have 9 months to get the $30-40,000 you need to spend in 2017!

I've been Diamond for a number of years, by a mixture of stays (was staying at the Conrad in London once a month for 3 years) plus charges on the Citi HHonors card. This year, there will be many fewer hotel stays. I see that I would need to spend $40K to hit Diamond again with no stays (which shouldn't be a problem if I direct a few J or F class purchases to this card). But, is there a formula X*number of stays + Y*number of nights + Z*dollars spent?

No, diamond status is granted for any one of these factors, not an accumulation of all of them, so $40,000 spend on reserve card or 30 stays or 60 nights or 120,000 base points at Hilton (equivalent to $12,000 spend). No combination can change these minimums.
