Mkjr, I do not question your one experience (and I assume that you have no OW saphire or Emerald staus?). Lounge dragons are often untrained or "lazy" and rules tend to be quite complicated especially with codeshares and the like.
However, the rules of OW are quite clear and the experience of hundreds of pax who have raised this issue in numerous threads in all the OW airline forums are moostly consistent with the rule. The "ANY lounge" only applies to OW saphire and emerald (status), not to J & F pax (cos). You might have your personal reading but I suggest that you look at various threads on this topic in many forums.

FYI, it is COT for the lingo....class of travel...not COS...class of service...never heard of that one...

I can confirm that Mrs. brenc3 was allowed into the JL Sakura lounge in NRT on an AA ticket in J, and she has no status with any airline. One data point here, but she had no issue. In principle, this is exactly how things are supposed to work - OW has reciprocal access policies based on COS.

Pl
But you said you never heard of that.
Please be open-minded. COT is fine, but there is nothing wrong about others using COS.
...if you want to try and be smart, perhaps you should check the OW page...

Anyway, the question abot JL Sakura lounge access in NRT might become academic. JL is again under severe financial stress. A second bankruptcy is a distinct possibility; and this time it would be final as all credibility is lost.

as to OP...i searched around again on this board and i am not aware of "SPECIFICALLY" the JAL Sakura Business lounge misapplying the OW COT lounge access rules and therefore, your friend with a CX J boarding pass should have no issue going into the NRT JAL lounge unless it is at capacity....and in light of the size of that lounge, I wonder how crammed it would have to be to reach the same.

...might although unless a second filing causes them to depart OW, then they would remain subject to OW's rules when they continue to operate in a mode that protects them from creditors.

But JL has already almost estinguished all its debt under past bankruptcy but is still bleeding cash like crazy. IF there is another bankruptcy, it is likely that JL will just stop flying and liquidate whatever is left. Do you think that they will leave the Sakura lounge open just to please OW lounge-hoppers?

Since you are convinced that you are depositor of the holy truth about COT, OW lounge access, etc..., there is little point arguing with you.

If it's a OW benefit, it's not really up to them - they'd really have to withdraw from OW if they make a policy of denying access based on COS. COS is as much of a means of access as being OW Emerald/Sapphire. Some employees (of all airlines) may be misinformed on the rules but if JL decides to make standard policy of it, it's hard to imagine that they could stay in OW.
Regarding access based on COS, that has pretty much been settled in other forums and the difference with access based on status is pretty clear in legal terms. But if you think that you will be admitted solely based on COS in any OW lounge, then try it. Anyway, this is a very minor point and only for those enjoying lounge-hopping.

and yes...any person can search around and see other carriers do not apply the rules correctly...although generally it is one carrier that does not...BA!

I was always under the impression that without status, you can only enter the lounge for which the airline has designated for it's business or first class passengers. So, if I am flying CX I can only enter the dedicated CX lounge or the lounge that CX has nominated for that route. It doesn't give me open access to any other alliance lounge such as BA, Qantas, AA or JL. That only comes with obtaining the appropriate alliance status level.
I'm pretty sure that this has been debated and confimed many times in the BA forum. One or two individual experiences may differ from this but I think that the rule is pretty well enforced in general terms.
