It looks like Canadian citizens, permanent residents, and (for now) US Citizens are exempt, though they are requiring health checks for all inbound travelers.

Canada is barring entry to all travellers who are not Canadian citizens or permanent residents, Prime Minister Justin Trudeau announced today — one of a set of extraordinary new measures being introduced to stop the spread of COVID-19.

There will be exceptions for air crew, diplomats, immediate family members of citizens and, "at this time," U.S. citizens, Trudeau said.

Effective Wednesday March 18 though it's not clear at what time. Let's assume midnight, the worse case scenario?

It's not clear to me if the ban is effective immediately or if that happens on Mar 18 (when the international flights get re-routed)?

This quote seems to imply Mar 18 only applies to the re-routing of international flights:

Trudeau also said as of March 18, international flights will be permitted to land only at the international airports in Montreal, Toronto, Calgary and Vancouver, in order to enhance screening.

Does this ban apply for transiting passengers? Anybody knows? Thanks! We will be flying from Punta Cana to Frankfurt via Toronto in two days...

Sure hope they add the French islands Saint Pierre and Miquelon to the exempted list. There's little reason to isolate them.

Good question. The announcement was made only at 13:30 ET today, so there may be some details not yet worked out. Try tweeting your question to Air Canada @aircanada. My next best idea is you should try to get any flight you can on LH or Condor direct to home.

During the PM's remarks, I heard him say that St. Pierre et Miquelon were exempt, but didn't hear it repeated from Minister Garneau at the later news conference. Pretty sure they are, anyway!

How in the heck do they expect airlines to ascertain the health of passengers before they board?

Remember this is the same inept government that rolled out the eTA system in 2016, that to this day still does not work as planned.

A scary thought is that these "health checks" will be become mandatory long after the current crisis is over.

Immediate family members is a massive loophole that I'm sure will be taken full advantage of. Incoming planes will still be full
