I came arrived at YYZ yesterday at about 12:30pm, and was anticipating using their new OSS setup for the first time. Fortunately it was easy to observe the crowd as I approached the top of the escalators. There was a long line stretching back along the corridor from the E gates, and there were two only CBSA officers processing them. Arriving passengers use kiosks before reaching the officers, but there is no sign of Nexus yet. So I headed downstairs, used Nexus there, and was able to move quickly out of the customs area and through security on level 3 to get to the domestic side.

Last time I cleared customs at YUL, I saw one of the screens say that if you are coming from the US, then you should go to this specific booth. There, you could go past a windowed area by Gate 50-something...

In a nutshell, not sure when it's dated (besides the website saying it's 2016), but has anyone ever heard of the ITDQC (International to Domestic Quick Connect) Program? Supposedly allows passengers arriving from international and continuing through Canada to clear CBSA without rechecking bags, and for anyone who's ever done the Asia afternoon flights without priority baggage status, that process is pretty awful.
I know OSS doesn't apply for Asia flights yet (or even at YVR I think), but if anybody had information on this ITDQC program and could shed light on what it could possibly morph into, that would be great!

Flying YOW-YYZ-SFO tomorrow and did not get OSS on my mobile boarding pass. Called SE Desk and the explanation given is that the "OSS only shows up when it's a busy day at the airport". Does that make any sense to anyone here?

OSS is only available for US to Canada connections not the other way around...

The US does not recognise the Canadian CATSA screening as equivalent to the US TSA screening. The only difference I have seen is that Precleared Flights and Domestic US flights make you take shoes off and make you take all creams that are less than 100mL out. Ironically, CATSA actually mans the Precleared Flight Security Stations. I have not ever seen a US TSA employee on Canadian Soil...

Correct. You could have went to the far left of the arrivals hall where there are 8 primary booths which run perpendicular to the mail line of booths. Once processed there you would have emerged directly into the departures area at approximately gate 52. Note that there are currently no NEXUS kiosks at the transit PIL. This situation may change once the new transit lounge opens shortly in what used to be the National Bank lounge.
