The US does not recognise the Canadian CATSA screening as equivalent to the US TSA screening. The only difference I have seen is that Precleared Flights and Domestic US flights make you take shoes off and make you take all creams that are less than 100mL out. Ironically, CATSA actually mans the Precleared Flight Security Stations. I have not ever seen a US TSA employee on Canadian Soil...
Is this a YUL/YYZ thing? I flew out of YVR Preclearance within the last week and I definitely did not take my shoes off, nor remove my small liquids bag from my carryon.
