I believe Petrossian and Lily (both bars) are listed as eligible for the Bellagio $100 credit. I assume you can use the credit for alcoholic beverages without ordering any food. Is this correct?

FYI- I have a FHR booking at Delano coming up in a few days and I wrote the concierge to ask about where the credits were good and whether the breakfast credit had to be used a certain time in a certain place and this was the response:
"Booking through American Express Fine Hotels & Resorts program include with you stay you get a $100 Food and Beverage credit that can be used a multiple restaurants and bars. The credit can be used at both Mandalay Bay and Delano. The places that you can use at the credit at are the following: Minibar, 3940 Coffee & Tea, Aureole, Baccarat Lounge, Bayside Buffet, Beach Grille, Bikini Bar, Delano Beach Club, Della's Kitchen, Evening Call, Eye Candy Lounge, Fleur by Huburt Keller, Franklin, In Suite Dining, Libertine Social, Lobby Bar, Mizuya, Moorea Bar, Orchid Coffee Bar, Orchid Lounge, Rhythm & Riffs, Rivea by Alain Ducasse, Seabreeze Café, Skyfall Lounge, Sports Book Grill, Sports Book Lounge, Starbucks, and Stripsteak by Michael Mina. You would only get one (1) $100 credit per room per stay.
There is no specific time that the breakfast credit has to be used by. You would get a daily $30 breakfast credit per person to used at Della's Kitchen, 3940 Coffee &Tea, and In Suite Dining."
I booked day rate at $79 and $87 a day plus $35 resort and $15 parking.

When I went back in December, Della's had closed at noon due to slow season, so we used the breakfast credit for in-room dinner that night. However, there is a $4.95 per person charge for in-room dining that doesn't count toward the $30 credit per person, but can be taken off the $100 credit per room.

I had a decent stay at Bellagio this week. At check in, the clerk said there were no rooms available for upgrade, so I was in a standard room with a view of the parking lot. It was Wednesday night and not very crowded, so I seriously doubt that there wasn't even a strip view available. But I didn't see any point in arguing. If they're willing to misstate the availability, I don't see how I can talk them out of it. I used the food credit at Fix for appetizers and drinks, and had breakfast at the Café. Everything was correct with the credits before I checked out. Tax and tips were still on my bill but the base charges were removed. So I was able to check out on the TV without having to stand in line to straighten out any mishaps. The 4:00 check out was honored. I did not arrive early so I don't know if they would have given me trouble with a noon check in.
I'm at Delano now. I checked in at 12:30 without any issues. I received an upgrade to a strip view room, which is nice. I didn't use the breakfast credit for the day of check in -- the front desk was clear that I was eligible for it, but I wasn't hungry. I used half of the food credit for sushi and wine at the Sushi restaurant at the back of Mandalay's casino. It was very good. Last night, I had a couple glasses of wine at Franklin (the bar in Delano's lobby) to use up the rest. I will grab lunch today after my meetings with today's breakfast credit.
The only bad thing about Delano, in my opinion, is that it's at the very end of the strip. I don't have any interest in spa treatments, so it's always down to Bellagio and Delano for me. If Delano were located in the middle of the strip, I would stay here every time. However, Bellagio's location is hard to overcome, even though I would prefer Delano if the locations were comparable.

Food charges are separate from beverage (meaning alcohol) charges, but the explanation I've gotten from Mlife properties is that it is venue-dependent (i.e., any given venue is either coded as F&B or it isn't), so anything you order from those eligible venues should be eligible for the credit.

The only negative about the Delano FHR is the $100 F&B credit still doesn't cover Kumi. My wife and I wanted to try it but since the credit doesn't cover Kumi, we ate at StripSteak instead.

Note that the minibar is now officially covered under the $100 -- that's nice as sometimes you want a water or something and are too lazy to go downstairs

Can anyone comment if I book Scenic King Suite at Delano, will I get upgraded to 2 BR suite?
Also for 2018, is it just F&B only, no more credit that can be applied towards their spa?

For hotels that participate in both FHR and Virtuoso, the Virtuoso site is usually a good guide to know what the upgrade category for a given room is -- each room type on the Virtuoso site lists an upgrade category. Scenic Suite is listed as "N/A" for upgrades.

Thank you for your quick reply! I did not see the rate I want on Virtuoso. Handicap room is $10 cheaper than standard resort room. I wonder if I should book the handicap room and ask for regular suite at the time of check-in?
I should be able to use the F&B Credit in Mandalay Bay right?

Heads up for everyone that there appears to be yet another 6K bonus MR points with $300 MGM property spend Amex offer available -- I have one on my Platinum card valid through 8/30. These have typically been usable in combination with FHR in the past.

And one that gives $60 instead of 6000 points. What fun is that?
