AA is better than most about policing the size of carry ons and that does help. While people here whine that carriers, including AA, sometimes cut off carry ons too early in the process, I favor that.

The proposal to allocate OH space is doomed as close to unenforceable and unlikely to alleviate what is not too great a problem.
The real solution is to charge for overhead space. Like you said it is not possible to allocate overhead space with the number of seats in each row and the number of rows in each plane.

In that situation, if they had taken the bags to where the seats were, they both would have have them overhead. It is NOT logical for people sitting toward the back to drop their bags off in the front or midway through the plane if there is space in that back.
