i received the 10% off code expires in JUNE 2012. i have the citi advantage amex and visa card.

It is said that one-way tickets are eligible in the T&Cs. On the other hand, there is a minimum stay requirement for 15% and 25% off. Are they contradicting?

You can use this if you book your flight using miles. It doesn't apply to charges for taxes or fees, just to airfare. Award flights have $0 airfare, you would get 10% off of that.
