I think the program is officially terminated. I called in and an agent said that it is no longer offered by Air Canada vacations.
All webpages referring to the program are also gone from Air Canada's website. For example: https://www.aircanada.com/ca/en/aco/...topover.html#/ and https://www.aircanada.com/ca/en/aco/.../stopover.html (now redirects to the support page)
