LAX Hotels and Parking Shuttles Changes
LAWA announced on Twitter the implementation of mode separation for the horseshoe roadway effective 1/23/2017
Not much details yet but it does say hotel, rental car, and LAX shuttles will all use a single level for loading and unloading.

LAX Central Terminal Area Ground Transportation Improvement Plan [PDF]

Planned:
- Private Parking Shuttles pickup and drop off passengers on the upper level only.
[LAWA's shuttle to Lot C will be included.] - Hotel Shuttles pickup and drop off passengers on the lower level only.
- "UberPool" permits TNC driver to pick up two parties on single trip.
- A change to single-level busing for hotel shuttles (Lower/Arrival Level only) and private parking shuttles/Lot C buses (Upper/Arrivals Level only) slated for January 23 may change some traffic patterns.

Thanks for running all of this together. I see this as being a HUGE headache for the shuttle drivers (and thus for the passengers) having to tell folks "Sorry this is a drop-off shuttle only" hundreds of times a day as well as confusing folks who don't use LAX often or who do not speak/understand English.

But its not gonna be a picnic as its a royal pita now to go from the departure level to the arrival and vice versa, not enough elevators or escalators, and from 1/23 1000s of folks will be needing to find some way to get to the level they need, its gonna take forever. @ PHL they have 2 separate sets for the terms,1 for departures drop off then another set for arrivals, so the shuttles are empty when they start the p/u run after doing the d/o run
Could be I will simply switch to B6 and fly into LGB AA,DL,UA have premium planes into LAX only and Im not about to fly on a 737-700 EWR-SNA as much as I Love SNA. So LGB it will be alittle further to drive but no way will I submitt myself to the madhouse that LAX is gonna be, that is after 1/23 the day of my return(god thing the checke dbags are loaded to LA and not from LA)

Personally as someone who never checks, we always exit on the departures level, so catching a Parking shuttle or Uber there is more convenient for us.

??? if you uber or park @ LAX whats the difference if you check 2 bags or none, as you will always be dropped off for leaving on the departure level and p/u on the arrivals

Locals who park at the airport's long term lots, public and private, are also affected. Under the new system, all parking shuttles, including the LAX Lot C shuttle, will drop off and pick up passengers only on the upper level.
Ridesharing services, i.e., Uber and Lyft, have always been limited to the upper roadway for both pick ups and drop offs.

TWA884 is correct. As locals who don't check bags- we exit on the departures level if being picked up by a family member or if taking uber/lyft.
Now we also get to get picked up on the departures level if we use Wally Park.
I see this as a win for us.

Surely you meant to write "departures" level; that's the upper roadway.

Lot C bus is already single level only (currently lower level). Don't know when that change was made, as they used to drop off on upper and pick up on lower. The Green Line shuttle was always lower level only as that was used primarily by airport employees. The split is confusing but appropriate as people who drive to the airport are more likely to be locals than people boarding hotel shuttles.

I think this is really going to help thin out the traffic during peak time but hotel and rental car companies better be getting bigger buses. Those little Parking Spot cutaway shuttles are going to be inadequate. It will defeat the purpose of mode separation if Parking Sport or the hotels decides to send twice as many shuttles and clot up the newly opened roadway.
LAWA should really require them to operate at least 35 ft bus (that's the size of the Lot C bus). Hertz and Alamo/National operates regular low floor 40ft transit buses and I see them being filled to capacity on a regular basis. Some of them will probably have to switch to 60ft articulated buses soon.

The new Single-Level Busing Program is designed to reduce overall traffic in the CTA – especially during daily and seasonal peak travel periods -- by eliminating the “loops” driven by these vehicles, which currently drop off passengers on the Upper/Departures Level and “loop” back to pick up passengers on the Lower/Arrivals Level. Wayfinding signage will be posted and LAX staff available to direct passengers. This is the first phase of this new program; additional changes are expected later 2017.
