I talked to my girl friend today, a lifelong Mesa resident, and she reccomends driving to Phoenix or Scottsdale for some fine dining.
I reccomend the Roaring Fork in Scottsdale.

For something a bit more casual, House of Tricks in Tempe.

Another big +1 for Roaring Fork in Scottsdale. Go during happy hour and the big ... burger is a great bargain.
If you feel the need to brave the crowd at Pizzeria Bianco in downtown Phoenix, go early, I would suggest no later than 3:30 and be prepared to wait the hour and a half until they open. They have a wine bar next door that opens early and you can get drinks there while you're waiting. The crowd is very civilized, never seen or heard of anybody arguing over who was in line first.

Not fine dining per se but any of the Oregano's in the Phoenix, Mesa, Scottsdale, or Gilbert will give you a lot of good food for a very reasonable price. Think combining Italian with a little extra kick.

Maestro's Steakhouse (Old Town) or J+G steakhouse (in Phoenician Hotel)
Any Fleming's Steakhouse
second to Kai, Vincet's or T Cook's
I also liked District in the Sheraton Hotel but this is more hip/ modern

"Mesa" and "Fine Dining". Never thought I would see those two together!
For something unique, try Lon's at The Hermosa Lon's or elements at The Sanctuary on Camelbeack elements
Both are fine dining and are far above the Roaring Fork in terms of service and ambiance.
