It wasn't my flight but I noticed flight 895 ATL-ORD was Ted equipment today.

Actually, my experiences lately have been the opposite: Ted switched to mainline. Usually resulting in an upgrade.
SFO-PHX and LAS-LAX are two examples this year. There's something really nice about seeing "United First" on a Ted BP.

I was booked in 12A on the 319. I was glad 11F was open. I ended up with the whole 3 seats to myself.
After all our seat poaching in E+ threads I did ask the FA if I could get an E+ seat and since we were still on the ground the FAs sent me to the GA. GA said i checked in too early (as a joke) and issued me a new BP pretty quickly.
...I wondered why when i looked into upgrading the second part of my trip before going to the airport that leg showed up as ineligible for upgrade. I thought i was on an RJ...then I saw Teddy waiting for me. The Teddy so many can't Bear.

Was there food served in F? Or did you just get handed a package of pretzels and your choice of snack box?

UA1244 on Sep. 19 SJC-ORD
Checked in on line early morning, and had my F boarding pass. At airport, no one at Easy Chicken machine, so on a whim, went up to re-print boarding pass (no flimsy thermal paper at SJC yet)... surprised when boarding pass said Economy Plus instead of First.

DCA flights
I hit the daily double yesterday. 601, DCA-ORD at 6am and 622, ORD-DCA at 5:05pm both switched to TED -- lost two upgrades, but loads were pretty light on both flights. Also, the plane (planes?) were as clean and spiffy as I've seen on UA or anywhere else in quite a while -- TED must have decided to shower and dress nicely for what one hopes was a one-time guest appearance on a Business1 flight. (On the other hand, the flight attendants were joking about whether to play the TED boarding music as we got on....)

Sure, if you happen to be one of the few who get the upgrade.
You also get 20-30 extra E+ seats so a significant number of folks might come out ahead.

While E+ may be better than E-, it's way worse than F, especially when one factors in the service.
