do you think it's worth $95 to downgrade from the CSR to the CSP? I'd mainly be doing it just to hang on to 65,000 UR miles since I'm still confused what to do with the miles. What other benefits make the CSP worth $95? I usually don't do annual fees.

Discussion of non-UA MP branded Chase cards is best done in the Chase forum

When I do start flying again (July? August?), I will be using up my miles first. Not just because of the devalutation, but the flexibility to make changes or cancel. I can't see using cash to purchase international business class until maybe next year. Too risky.

I am using UA miles for December trip to Germany for Christmas markets, even though Business Class fares are ~$2200. I booked the tickets before COVID-19 hit, and those specific flights are not available now.

Hello everyone, first time posting here after several years of reading. I have similar concerns when looking at December/January travel to the UK. Those saver J fares EWR>LHR caught my eye, with an EDI>EWR return in Y. The flexibility with redeposit fees waived is why I'm planning to use miles over a cash ticket. Should I be concerned about the viability of the EDI>EWR nonstop, even when traveling during the normally busy time around Christmas and New Years?

Not to sound flippant, but there is reason to be concerned about any carrier, any route. The airlines are guessing, travelers are guessing. No one knows what air travel will be like in 3 months, 6 months, 1 year, 2 years, .... We are hoping for a return to a new normalcy, as soon as possible, but for now, we'll need to understand there will be more uncertainty than certainty.
If EDI-EWR is not operating at the end of the year, and if UA can, they will find a different option for you.

Hold or cashout
Sitting on a million miles. Given the state of the airlines and travel in general, is now the time to cash out miles for merchandise? I am worried that they will get so de-valued they will become worthless. I do need a new TV

Very doubtful (in my mind) the mileage flight redemption will get worse the 1 cpm and generally still are a bit better. Note Chase presently guarantees 1 cpm for credit card purchased miles.
So to your base question, merchandise purchases will not be the best way to cash out. However, if you don't intend to fly for a couple of years. A TV is better than unused miles, but suspect TVs depreciate faster then miles.
