I've got an Indian reservation about 15 miles down the road from me. I make a run every month or so for cigs and gas. I get the Indian brand (I checked a few to find one that was OK) and they were running $9.95/ctn, but lately they've done up to the $12-13 range. Others are still around $10.
Name brands run $25-35/ctn.
I get gas anywhere from $0.25-0.50/gal cheaper and, since I just found a place that takes my Hilton Amex, I'll be getting both gas and cigs from there from now on.
If you have a bad habit, you might as well feed it as cheaply as possible.
Sidenote - on our European trip last month, we just packed a couple cartons each in the luggage and went - I've had experience buying cigs in Europe and they ain't cheap!

As much as close to pack a day smoker, I always buy cigs in cartons.
Seems like no one ever mention IN or KY.
IN used to be cheap til they raise the tax this year, as it is closest to me, I can ride the train across the border.
KY had the almost cheapest tax in US I think, although their taxes had gone up this year as well.
I used to able to get some less popular line in a popular brand like Marlboro Medium for $30 a carton after tax. (not really a menthol person)
Since they had raised the tax, the popular non-generic brand cost $45 after tax or close to $50.
Now I can still get popular brands in cheap cartons, but only limited to the shorter ones Marlboro 72s. They are just a little shorter (about 1/5) than regular ones. At least they still make the full range of Marlboro like reds, lights, and menthol. They cost $30 a carton after tax, which is not bad.
KY is the easiest place to get to from ORD (where my home is), as CVG basically in KY, there are a number of cigarettes shops right across the river from Cincinnati, OH. I usually fly there do a same day turn when the ticket is $100 or less.
Even if I go to HKG, they raise the tax too, on the street now cost like $5 US, unless it is airport duty free, then I can still get for like $15 a carton. The problem at the airport is the range is limited. I always like Marlboro medium as lights is just too light for me, reds are a little too strong.
