OK. I plead guilty. And you're analysis is correct. There are huge sums of money involved. My personal best is one site in Africa where they sent me and after a couple of meetings I was able to show them that if the enforced a different section of the JVOA than they were enforcing they could show a one time savings of over $10MM in taxes. Well worth a $5k plane ticket.
