That was the issue with poll taxes during the Jim Crow era. True, everyone could vote by law, but in effect, the taxes prohibited a specific group of people.

If the restroom fees were collected by individuals, there is a chance that some discriminatory practices could be in play - that is, "forgetting" to charge the white customers by certain staff.

When the first casino opened in Mississippi they had a two-hour wait to get in and charged a $10 admission fee to help keep down the crowds (and make more money). The local NAACP repeatedly objected on the grounds that poor people were being denied their constitutional right to gamble. I kid you not!

The dime was not collected by individuals. There was a little slot on the door and you put the dime and and turned the handle. The whole thing was based on the notion that blacks on average have less money than whites and therefore pay toilets are discriminatory, which I think is ridiculous.

God no. I'm a guy, I've used some of the most indescribable bathrooms imaginable and as what I'm doing is rather gross, I'm not paying money for a nicer bathroom.

I'll pay more for more legroom in coach (like E+ on UA) but I would not pay for a premium toilet. Well, OK, maybe a little... no more than a dollar.
I'm in the airplane seat for a couple of hours or so but in the toilet for just a few minutes. $1 for a premium toilet and $50 for a premium coach seat, sure, but not $25 for a premium toilet. That is seriously overpriced.
