The transfer logistics were initiated by the CAAT as far back as March - this shouldn't be a bottleneck if they did more than just publish a plan that hasn't changed too much. The key difference I see is the immigration then D4 departure which initially was planned as a bus from E gates to a remote stand IIRC.

the infographic above does not show anymore that you have to stay first 7 days in quarantine (AQL-hotel) as first announced.
Anybody knows for sure, what is now latest?

Airlines are cancelling domestic routes, so there will be very limited options for those in Phuket or Samui to travel elsewhere after their 14 days are up. And with the forced business closures in Bangkok not sure I'd want to go there anyway.
It's three days in your hotel, then you can travel through "sealed routes" whatever that means. Sounds extremely restrictive.

for me a valuable alternative for my return. Better than again 14 days quarantine in a ASQ. I would prefer Phuket, but my flight goes to BKK...

They've added the issue of getting from E10 to D4 which wasn't there when Concourse E was planned to be sealed for these transits only.
Not practical. I expect those continuing on another flight will be corralled before being taken to E10.

international flights arrive at concourse E as they do the first screening for arriving passengers at the beginning of E just before the intersection of the E/F/G/D concourse
E10 is the gate at the end of Concourse E, where the transit passengers gather after arrival (so in the opposite direction to those who serve quarantine in Bangkok)

Kacee and I are not really saying anything different, You are restricted to your room until the airport test result comes in and restricted to the hotel for the first 3 days. He summarized that to "restricted to the hotel for the first 3 days".
Thanks you both for clarifying what we think they mean by arrival at E10. It makes sense.

Not hearing much news about the Samui + program, other than the normal pump and dump.
Day 1: 9 people on 3 flights
Day 2: 1 person on 1 flight
Day 3: 0 people on 0 flights
Day 4: 5 people on 2 flights
Day 5: 2 people on 1 flight
Day 6: 1 person on 1 flight
Day 7: 2 people on 2 flights
I guess a lot of Phuket sandboxers are visiting.
Think I saw Bangkok Airways was operating a flight HKT-USM, which beats walking and swimming.

I think the Samui sandbox might surprise, but the hotels are looking uncompetitive compared to Phuket, so I think people will be taking advantage of the new rules which allows them to fly to Samui after just a week in Phuket.

David and I both said "hotel" not "room." Agree it's much better than a Bangkok ASQ.

so rather confusing and we still do not have any first hand report from anybody in Koh Samui...
